what I couldn't find was "the PHP user (the user under which PHP runs, ie
"nobody" or "www" or "joe") must have write permissions in BOTH the
temporary directory and the directory" --- I don't know where to find
this...
That means that the directory specified in upload_tmp_dir needs to be write-able by the PHP user, as well as the directory specified in your copy line.
If you're on Windows, likely this isn't the problem. More likely is that your path specified just doesn't exist.
If you provide your actual error message (copy() has several that it will spit out), we could tell you what more to investigate.
