A full version of HomeSite is packaged with Dreamweaver.
I use both together and they work fantastically. It takes a little getting
used to if you are not accustomed to writing your code a certain way that
accommodates the WYSIWYG editor, but in the end it is much more productive
and allows for a level of flexibility that can not be achieved any other
way.
I suggest to any web developer to use NT, and test on Win95/98 anyhow.

Try Dreamweaver, it has a very good project management. But there is no
PHP-Plugin available.
