Ok, a couple of points, interspersed between you code...

This is "not quite" correct... Try the following three lines:
ScriptAlias /php/ "c:/programme/php/"
Action application/x-httpd-php "/php/php.exe"
AddType application/x-httpd-php .php
First, you should use the script alias for ease of writing (though it's not completely
necessary). Second, the "Action" directive should come BEFORE the AddType directive, or
Apache won't know what to do with the specific type you are adding.

Actually, the ExecCGI directive isn't necessary for PHP scripts to run... the abilitity
for .PHP files to be interpretted and run is handled directly by the AddType and Action
statements referenced earlier. Perhaps try removing the ExecCGI directive and see what
happens (though I'd leave it in, as it shouldn't hurt PHP either - more a matter of
taste than of functionality as far as PHP is concerned).

As I recommend to anybody... use front-slashes instead of back-slashes in your
php.ini. The system won't care (as the PHP binaries know to translate these back to
backslashes for system access) and some extensions and Apache in particular, really
want to see front-slashes. Try this:
doc_root = "c:/programme/apache group/apache/htdocs"
What happens when you try all that (particularly reversing your AddType and Action
statements)?
