possibly simple?
my new IPS runs PHP4.0.2 in safe_mode
when my scripts with 'owner' xxxxx
creating files the owner becomes 'nobody' in a group 'nobody'
this the script becomes unable to read it's own files
and the other files in this dir, too
Warning: SAFE MODE Restriction in effect.
The script whose uid is 677 is not allowed to access
0.htm owned by uid 99 in forumneu.php on line 28
but, with ftp, all scripts have the same user
