Are uploads possible with Personal Web Server?

I have been fighting for a day now with file uploading on my development box
using Personal Web Server.
Someone said that uploads may not be possible in PWS. Can anyone verify
this?
The code is simple. I upload a file using a standard form. It goes to a
page that attempts to copy the file to a new directory. I have given full
access to all directories in the path. I don't think the problem is the
code.
I keep getting the following error message:
"Warning: Unable to open 'c:\\windows\\TEMP\\php16' for reading: No such
file or directory in C:\WEBSHARE\WWWROOT\learningPHP\upload.php on line 9"
It bears mentioning the c:\windows\temp, where it is apparently putting the
file, is not the path I placed in upload_tmp_dir in php.ini.
If uploading is simply not possible with PWS, I'd like to know so that I can
forgive the past and get on with my life!!! : )
