I looked, but don't see this dll file anywhere on the system. Is there
somewhere where I download it from?

Hi:
your php_mssql.dll has failed to load properly. You don't need to use ODBC.
Just check your php.ini to see if extensions_dir or your dll's name is
properly written.
Once the dll loads properly, MSSQL7 driver can be used with no problem.
