You probably did not type the URL right. It happened to me as well,

Im am getting a cgi error with an install of php on win32 that I can't
seem
to track down. Heres the scoop:
IIS 4.0 on NT 4.0 sp 6
Latest version of php.exe
Ive installed it according to the instructions at php.net, set security
rights, etc but I keep getting this error:
CGI Error
The specified CGI application misbehaved by not returning a complete set
of
HTTP headers. The headers it did return are:
Now I figure since its not returning a header its the exe is not
instantiating into memory.
Anybody have an idea?
