Bug description: Disable mysqlnd in core if mysql is not required
Description:

It was understood that mysqlnd would not be enabled by default in 5.3. As
far as I am aware it is only required if MySQL is being used and many sites
nowadays use many of the other alternatives, so enabling a third database
should not be forced on us. SQLite is the built in default and a second
database should be our own choice.
