most likely your browser is configured to reject permanent cookies
if you are absolutely positive that this is not the problem then please
re-open the bug and include your complete session.* php.ini settings
...

Sessions are restarted everytime session_start() is called if
session.cookie_lifetime is not zero.
It seems that php does not send a cookie if session.cookie_lifetime is
not zero.
But when you set it to zero everything looks working fine.
