This bug has been fixed in SVN.

Snapshots of the sources are packaged every three hours; this change
will be in the next snapshot. You can grab the snapshot at
http://snaps.php.net/.

this new revision corrects also the same problem when passing INI
variable from 
the fastcgi client (PHP_VALUE and PHP_ADMIN_VALUE)

Thanks for working on this.  I am sorry that I can't currently test the
snapshot or patch as I am limited to working with ubuntu packages at the
moment.  I may be able to eventually get some custom packages configured
and compiled, but that won't be for another month or two at least.
