Are you still experiencing this issue with an actively supported
PHP version (i.e. 7.1 and up)?

I amm edditing the correct php.ini server. And I have restarted the server. Becuase the server is a
personal computer I even turn it off. But the 2m value does not change.

Make sure you're editing the php.ini mentioned at the top of phpinfo() and that you restart the
web server after making the change.

Description:
------------
I am using PHP 5.5.12. I have tried to change the default upload_max_filesize from 2M to a larger
value. Regardless of what I try the value reported by phpinfo() remains 2M. I am targeting the
correct php.ini file. See attached php.ini file. The dev server in question is http://thewordsmith.system-ns.net/~freshsoftware/php/.
