I'm not sure what is going on here, but actually google takes you to
this page with a simple phrase "phpMyAdmin not work". Anyway the
first-four-characters-lost problem is completely fixed in both STABLE
and DEVELOPMENT version of CVS snapshots.

Is it fixed in STABLE CVS or LATEST CVS?
Also how come there are comments here like in other languages and OT

This bug has been fixed in CVS.
In case this was a PHP problem, snapshots of the sources are packaged
every three hours; this change will be in the next snapshot. You can
grab the snapshot at http://snaps.php.net/.
In case this was a documentation problem, the fix will show up soon at
http://www.php.net/manual/.
In case this was a PHP.net website problem, the change will show
up on the PHP.net site and on the mirror sites in short time.

Got the same error (first four characters left off strings) using
another (not phpMyAdmin) script on:
FreeBSD with PHP (4.2.3) and MySQL (3.23.52)
Looks like a PHP/MySQL bug, not phpMyAdmin.
