I had LANG=et_EE
With LANG=en_US.UTF-8 all works, but I think this shell variable
must be taken into account in upcoming releases.

Sorry, read the report too quickly.
Try removing a lot of the weird esoteric configure options; we don't
have any layouts, nor program prefixes, you shouldn't need to specify
hosts or targets or cache files or any weird linker/pic/rpath options.

Try without the weird '--host=i386-redhat-linux'
'--build=i386-redhat-linux'
'--target=i386-redhat-linux-gnu' and --with-cache-file options, you
definitely don't need those.

Don't run buildconf in a release package.

Configure gives error:

Buildconf does not help:
./buildconf
using default Zend directory

code.
Running cvsclean for you.
To avoid this, install autoconf-2.13 and automake-1.5.

PHP 4.3.1 compiles, but make install does not work, may be
because of shtool 1.6.2 (ftp.gnu.org) also cannot install under
RedHat 9.
My configure script is (as default to Redhat 9 install, output of
