problems with PHPmySQLadmin

Greetings.
My ISP is attempting to install PHPmySQLadmin for me but
is running into problems. Can anyone help me?
Here's what they're telling me:

I installed PHPmySQLadmin on the system. It will not run unless
magic_quotes is on. However, other software needs it off to work.
The docs state "[i]n the module version of PHP3 this can also be set
on a per-directory base with php3_magic_quotes_gpc on in an .htaccess
file or in your Apache's access.conf", so that may be a solution for
that.
