PHP4 added some new functions to handle arrays, implemented the Session class and more. I think you have to decide which one you'd like (or have to) use, it depends on the configuration of your web host. In your situation I'd choose PHP4, it has more features and may be will substitute PHP3 on your host. Change from PHP3 to PHP it's not a very hard task, just have a look on the manuals and make the changes.
