My analysis was wrong :
zend_config.h tests HAVE_SYS_TYPES_H at line 9 :
#ifdef HAVE_SYS_TYPES_H
# include <sys/types.h>
#endif
while it is defined only later at line 113 :
/* Define if you have the <sys/types.h> header file. */
#define HAVE_SYS_TYPES_H 1
This is why including zend_config.h for a second time
fixed it.
