I don't know who write it. I just saw the entry in the ChangeLog.
It is extremely difficult for us library writers if new functions are
being introduced that spontaneously modify global variables. If such
functions are being introduced into a version of PHP that gets
distributed, there should be a reason for doing so (i.e. there is
absolutely no other way to make such a function work).
There should be some convention for the variable names that such
functions generate, too. For example their names should start with "_"
or another unlikely letter.
Namespace management is important in PHP, because without references or
pointers, names of globals are the only means for components to
communicate.
Whoever is responsible for that function: Please fix it before 3.0.4 is
released.
