The reason for this is that there are many different developers. There is code in the PHP distribution that I have absolutely no idea what does. Like the Hyperwave stuff, for example. It is nice and easy to say that this should have been "fixed" long ago, but that assumes that there is one or more people who have the resources to be familiar with every single database and every single external thing PHP can talk to. That simply isn't the case. We are looking at a database abstraction layer for a future version of PHP. Along with that abstraction layer there will be some commonality added to every module that is to be part of this layer. Also, something which might affect your PHPLIB stuff.
