Are you sure this is a parent? Parent is usually root-owned, while childs
are UID-switched.

Hmm... This is strange. One running process can't bring load of 30. One
running process, even struck in non-ending loop, makes load of 1. That's
hardly enough to bring P-II to it's knees.
Also, you might try to attach gdb to running process and see where it's
looping (this would require to rebuild it with debugging, possibly). Also,
is memory sizes of apache childs show somethign strange? Any other running
(state R) processes?
