CVS complains about checkins for everything, but the messages are
still going through. Nobody has taken the time to figure out why
it is complaining.

mirrors@php.net is actually just an alias for php-mirrors@lists.php.net,
and the CVS commits should be going there.

I thought both of these were the intention of the mirrors@php.net
(aka php-mirrors@lists.php.net) list. I didn't realize we were still
"requiring" mirror webmasters to be subscribed to php-dev.
