Start by reading README.EXT_SKEL and go from there. Then poke around and
look at other functions that take the same type of arguments and return
the same stuff as your function and see how they have been implemented.
It really isn't very hard.
To check to see if MySQL is compiled in, you would check the HAVE_MYSQL
constant defined in php_config.h. Every optional feature will have a
constant in that file.
