OK. The point is "why maintain PHP's private version of it when it's not
necessary nor needed".

Surely not :) But it's unnecessary download bloat for people not using
MySQL or people using MySQL's own mysqlclient. Like - I do have MySQL
installed with all it's stuff, and downloading those extra 150KB
of PHP's MySQL client code each time I upgrade PHP actually does hurt :)
Surely person capable of compiling PHP would also be able
to obtain & install MySQL client libraries.
My point is - if the only reason it's included is that it's
convenience feature, you should as well distribute PHP with
all the libraries required also for other not-generally-useful
libraries.
