Great idea. Much easier to sort through...
However, something to consider, UI wise: Not all users can
take their 200 line scripts and correctly isolate their problems.
Don't get me wrong:
I think it's a great idea, but _relying_ on user diagnosis
can be harmful. (Example: they are missing a tiff lib item, get
a complile warning on install, and report a bug under "Graphics"...
what does it belong under?).

Patient walks in, reports symptoms of a "tummyache", doctor asks
questions... discovers the patient ate too many chili-dogs *or*
has a rupturing appendix...

(I know where this comes from, but if the user is not on the
manual pages, it's not too clear.... it also serves as a good
reminder that we need to look at what Misc functions have
started accumulating intp groups, for example, the functions
_about_ functions)
Next thought: (Feeping Creatures, Batman!)... we can use these
values to trigger emails cc'd to php-install, php-doc, etc., so
they get a "heads up" from their lists. I don't think anybody
actually reads 100% of every list (ugh.), and it would also help
direct some problems (specifically, *install* ones) into a much
larger support pool.
