I would say this is a bug and should be fixed. If it doesn't we should
perhaps write it up somewhere because this problem is not going to go
away, so many will get bitten by this.

The way it is now, the order is determined by the alphabetical order of
the extensions. So an ugly fix would be to call the module OCI8. I'm
not sure how else to fix it, except perhaps some ugly stuff in the
Makefile that inspects the produced LIBS and switch the ordering if
necessary? Not sure how.
I'm hoping that someone that knows the configure stuff better than me can
fix it.
