Why not delegate the whole problem to the users;
permit PHP4 to be accepted under the choice of PHP License or GPL.
Those who accept it under GPL will have all the GPL constraints but be
allowed to use GPL modules and re-distribute tho' constraining those who
take it.
Those who take PHP License cannot use GPL (only LGPL) but won't have such
constraints on use.
I really don't see it as a complex issue for PHP developers as they are the
*flexible* ones.
