Have you continued development on PHP streams or are you planning on restarting it?
If you can't wait that long you'll have to write some messy code; you need to use php_fopen_wrapper and those SOCK_READ and SOCK_WRITE macros. Take a look at some of the extensions that do this (grep for SOCK_READ and fopen_wrapper).
