what was the purpose of running ext_skel and buildconf?
Of course if you need to recreate ./configure because
you added an extension, it would need libtool. In effect,
you're treating it as a CVS version by rebuilding
./configure.....
If you did not add an extension, you should have never
run ext_skel or buildconf ... just ./configure ...

However, I "solved" the problem by changing a "4" to "3" in
build/buildcheck.sh @ 74:40.
And everything seems to work OK!
As far as I can see the real problem is that the release I downloaded seems to believe it's a CVS check out!
