It's all been very ad-hoc so far. Rasmus handles the money, and gives
it out when someone comes up with a reasonable expense (examples being
some books for Andi and Zeev, Visual C++ 6 for Shane, and probably
some other things).
We are looking at turning this over to someone like the Apache Software
Foundation, however, because this opens up Rasmus (and probably others)
to some tax liabilities.
Oh, and the official page with information about funding is at
http://www.php.net/funding.php3, but I think the
address may be out
of date.

We're certainly not lacking for bandwidth or servers at this point.
When you have a tool that ISPs like, they trip over each other giving
you things. :) VA Linux also recently donated an impressive server that
will be powering www.php.net soon.
