I've designed most featrue needed. Before I start, I would like to know if ASP/Java has similar feature and what they do.I think CFML (Cold Fusion) would be the one to look at, as that has a very convenient form module and is IMO also the same userbase / momentum: ie - "just need a form and basic validation". What I would definetely put in, is 'multi-submit' protection (would require sessions).
