When you think about that, it is only logical. Apaches reaction to
more load (actually, to more pending requests) is to create more
clients. If you go into swap, servicing requests takes longer due
to swapping and in the meantime more requests pile up. Apache will
react to this by creating more clients, which will drive the machine
only further into swap, making it even slower. Which will in turn
trigger spawning more clients. This is a vicious circle and it is
only broken by MaxClients. Correct tuning of MaxClients is the
key to stable Apache performance.
