While it appears to be reasonable to document that for ini_set(),
because it interferes with INI settings, I don't think it makes
sense to document that for libxml_use_internal_errors() or any of
the other state mutating functions (of which PHP has quite a lot).

a remark like the following is missing:
"The configuration option will keep this new value during the script's execution, and will
be restored at the script's ending."
