In my opinion the language AutoHotkey has one of the best help files out there and there every
"mutating" function has such a comment, every.

While it appears to be reasonable to document that for ini_set(),
because it interferes with INI settings, I don't think it makes
sense to document that for libxml_use_internal_errors() or any of
the other state mutating functions (of which PHP has quite a lot).
