 New Comment:

In my opinion the language AutoHotkey has one of the best help files out there and there every
"mutating" function has such a comment, every.

While it appears to be reasonable to document that for ini_set(),
because it interferes with INI settings, I don't think it makes
sense to document that for libxml_use_internal_errors() or any of
the other state mutating functions (of which PHP has quite a lot).

Description:
------------
---
From manual page: https://php.net/function.libxml-use-internal-errors
---

Like on https://www.php.net/manual/de/function.ini-set.php
a remark like the following is missing:

"The configuration option will keep this new value during the script's execution, and will
be restored at the script's ending."

Test script:
---------------
libxml_use_internal_errors(true);
echo libxml_use_internal_errors();
