working. Is about shm_* functions that are in 2 different sections.

Before I mess up things. Is there any reason why we have some shm_*
functions in sem.xml and others in shmop.xml? Shouldn't all of them be
in only one place? As it is now it is confusing.
I noticed this when I was about to translate shmop.xml to Spanish.
