An account is not necessary for either of those services.
The online editor lets you log in as an "anonymous" user (user "anonymous"
with no password) or if you wish you can use a third party identity
provider like Google, GitHub, Facebook via OAuth.
As for providing user notes on the documentation pages, just click the "add
a note" link on the particular page that you're interested in adding a note
for.
