I've just committed "Error message for E_RECOVERABLE errors has changed"[3] and "Changes to INI file handling"[4]. The latter covers section 11 of the gist, and also the GD item of section 9. Wrt. "Upgraded bundled SQLite lib to 3.13.0" (section 9): I'm not sure whether it makes sense to document this in the migration guide. Actually, PHP-7.1 has already SQLite 3.15.0[5], and I can easily imagine that further SQLite updates will happen during the 7.1 lifetime.
