This may be a per language case. Instead disabling anonymous login to
edit.php.net I suggest:
1. A configuration, per language, to disable all editing and patch
submitting. If the user tries to edit a file, a message should offer to
redirect the user do the respective page in GitHub;
2. A configuration, per language, to disable anonymous editing and patch
submitting. If the user tries to edit a file, a message should offer to
redirect the user do the respective page in GitHub;
2. A date field, per edit/patch and editor, where the editor clicks "Need
comment" and that field is filled, and then a way to list by date and mass
delete these edits.
The first case covers the pt_BR situation, where nobody uses edit.php.net,
the second case covers anonymous edits on the languages where is a general
problem, ant third case covers the organization problem of one editor.
