doc-base/scripts/revcheck.php and web-doc/www/revcheck.php are two separate
entities. The first is a text only, local only script and the other is db
based (as I remember) web script.
So... no. It's possible to use the new algos from doc-base version to
recreate a fast web-doc script, but it will need a local git checkout of
GitHub repositories.
Anyhow, I think we should work on revcheck (if there's the need for more

It's necessary to qualify what one you are asking... the doc-base one or
the web-doc one.
The doc-base only has been receiving updates, slowly making him back to his
former glory, as it is heavily used by translators who prefer command line.
The web-doc one, focused on translators on the web, will suffer more from
the lack of capacity to generate individual file diffs in a consistent
manner.
