PHP & html local testing

I was looking at creating an html form and then passing its variables
into a php file for formatting and other things like that. This works
when I load my php file and my html form onto a remote server but I can
not figure out how to test this form and php file locally. I was
wondering if someone could create a simple form and then a simple php
file and tell me how I can test that combination locally? I was trying
to just create a form that allows a user to enter two numbers into two
seperate fields and then hit submit and have the numbers added together
and have the sum displayed.
Also, are there any chat rooms dealing with php or does anyone around
here use icq?
