Actually, that's not quite true--the document you mention states that
words such as 'must', 'should', etc are used in accordance with RFC
2119's definitions. RFC 2119 can be viewed here:

...and states:
3. SHOULD This word, or the adjective "RECOMMENDED", mean that
there may exist valid reasons in particular circumstances to ignore
a particular item, but the full implications must be understood and
carefully weighed before choosing a different course.
So failure to accept '_blank' doesn't necessarily mean non-compliance,
although I personally think that it's pretty damn lame. :)
