Parameters on old PHP versions

I am trying to use two PHP commands on an older version of PHP that my web
host is running (PHP/3.0); they work fine on my system that is running one
of the final versions of v3, but on the web host, both give the error "Wrong
parameter count" - the two commands are strpos() and fsockopen().
For reference the two program lines are:
$fp = fsockopen($host, 80, &$err_num, &$err_msg, 30);
and
$adr = strpos("http://localhost/internal/send.php3","/"
,7);
Any ideas? Did the spec of these two commands change during versions?
