Well, I see PART of my problem - sorry, we jumped the gun a bit.
Obviously, the year '0' ain't right.
<? echo date("m-d-Y",mktime(0,0,0,1,1,1999)); ?>
seems to work.
Still, should
<? echo date("m-d-Y",mktime(0,0,0,0,0,0)); ?>
return 11-30-1999 ?
