There's no good way to do this, unfortunately. PHP may support DCOM in UNIX sometime in the future, which would enable you to call ActiveX VB components, but this is not currently supported.
As for stability, no doubt you should not rely on PHP under Windows for a production server, unless the load is low enough for CGIs to properly handle it.
