Why the delay w/ php pages?

Just a general question.
Why do the www.php.net pages have that delay after connecting to the
page, but before completing it.There is a continual second or two delay
from my machines (not overly powerful ones mind you).
I don't notice this delay as much on other php sites. Why so pronounced
on php.net?
And is mod_php really faster than mod_perl?
