Millions of people use PHP and about 99% of them use includes,
so, let's assume most people don't have such problems. It may
be frustrating now but you'll be screaming Eureka before you
know it :)

This is a strange looking error and looks like you (the web
server) lacks permission to view example.php which is why it
says 'Unknown on line 0' as it lacks permissions to know much
else. Being that I didn't even think Windows had permissions
(or at least permissions that matter here), I have no clue
how to solve that or if it's the problem. But, the above error
has nothing to do with includes. Note: example.php dies on
line 0.

What's your include_path set to? If you want to do relative
includes you'll want a . in it. Please run the following in
the poll directory::
var_dump(ini_get('include_path'));
But anyway, includes doesn't look like your problem here.
