Upload problem with PHP and Windows

I imagine somewhere in the 60,000 messages I don't have time to search on this board is the answer to the following question: What do you do when you get this error message while uploading a file: "Unable to open 'c:\\windows\\TEMP\\php5' for reading: No such file or directory in C:\WEBSHARE\WWWROOT\learningPHP\upload.php on line 9" I have tried changing my upload_tmp_dir variable in php.ini even though the change is reflected in in user_info, it continues to harp about C:\\windows\\temp in the upload error message. I am sure my code is sound. Has anyone had this problem; if so, please help.
