Please refer to the PHP manual for the precise description of what
happens during a file upload.
This error occurs when PHP wants to access/read the temp file that has
been created automatically before ("r" rights!) - it had been written to
the upload_temp_dir coming from the browser without any possibility to
intervent. The only thing that I can, want or have to do is to rename or
to unlink (delete) it. These actions require write permission, which we
do not know how to assign under Win...
Perhaps anyone has mercy with WinVictims ;-)
