Yes--you should check out the values in php.ini-dist, and the manual
entry on error reporting levels:
http://www.php.net/manual/features.error-handling.php
Basically, it's because the error codes have changed between PHP 3 and
PHP 4. The constants describing them have not, however (svae that some
more have been added), so to avoid this kind of confusion it is
preferable to use the constants (for instance, in PHP 3, E_ALL had the
numeric value '63', while in PHP 4, E_ALL evaluates to '2047'.
Another thing to check is to make sure you're not using a PHP 3-era
ini file with PHP 4.
