Errors no longer appearing

Using 4.0.1p2, I recently changed the settings in php.ini to log errors,
after which HTML errors stopped being printed. I set the settings back (and
yes restarted Apache), but still no error messages displayed. Here is the
php.ini:
error_reporting = 7
display_errors = On
log_errors = Off
track_errors = Off
Any ideas? Thanks.
