php4: less config variables

Hi all,
I am very frustrated: I have been running php3 for 4 months and I was
used to some configuration options that were secure for several
users to put their php pages on their site. In particular, for
each virtual host, I put php3_open_basedir in a directory tag in
httpd.conf of Apache, so that the user cannot change directory out of
his own part of the server. Yesterday I installed PHP4, and here is
what I read:

With PHP 3.0, there are Apache directives that correspond to each
configuration setting in the php3.ini name, except the name is prefixed
by "php3_".
With PHP 4.0, there are just a few Apache directives that allow you to
change the PHP configuration settings.
"
And in these "few Apache directives", open_basedir is not ...
This means that I have to put open_basedir in the php.ini file and I
cannot put a different value for each directory ?
Did somebody have the same desillusion and maybe an alternate solution ?
